Courts; Requires each judicial circuit to have circuit judge available at all times to hold & conduct hearings with limited notice; removes limitation on arbitrator compensation in court-ordered, nonbinding arbitration; provides alternate method for authentication of oaths, affidavits, or acknowledgments taken or administered by or before any judge.
