Consumer Protection; Requiring an unlicensed vendor providing home repair services to take certain actions within a specified timeframe after receiving payment, except under certain circumstances; prohibiting an unlicensed vendor who has received money in excess of the value of the work performed from failing to perform such work within a specified period of time; providing for prosecution of violations; revising an exemption from permitting requirements for certain solicitors, salespersons, and agents, etc.
