Homelessness; Defines "housing status"; prohibits denial or abridgment of person's ability to access public services solely because he or she is homeless; provides that person experiencing homelessness has specified rights; authorizes court to award certain relief, damages, & attorney fees & costs to prevailing plaintiff in certain civil actions.
