Recovery Residences; Providing that interim licenses may be issued by the Department of Children and Families to a new owner of a recovery residence; revising the definition of the term “transfer”; revising conditions under which the department may deny, suspend, or revoke the license of a service provider or the operation of any service component or location identified on the license; requiring a county or a municipality to allow certain certified recovery residences in specific zoned districts, without the need to obtain changes in certain zoning or land use; creating the Substance Abuse and Recovery Residence Efficiency Committee within the Department of Children and Families, etc.
