Railroad Crossing Safety; Requires railroad crossing constructed after specified date to include advanced detection & monitoring system & provides requirements therefor; requires existing railroad crossing upgrade or significant modification occurring after specified date to incorporate such system; requires DOT, in consultation with rail operators & safety experts, to develop certain standards, identify priority existing railroad crossings, & provide technical assistance to rail operators; authorizes funding assistance, tax credits, & other financial incentives; provides reporting requirements.
