Charter Schools; Provides that certain funds must be provided to charter without delay of payment; revises facilities that are exempt from specified assessments of fees; revises maintenance funds that remain with conversion school; revises criteria for charter school system to be considered local educational agency; provides exception to landlords serving on charter school governing boards; revises charter school eligibility & ineligibility criteria to receive charter school capital outlay funding; revises calculation methodology for determining charter school's share of specified revenue; & revises authorized uses of charter school capital outlay funding.
