Domestic Animals; Requires FDLE to post on its website specified information for individuals convicted of specified animal cruelty offenses; Requires DACS to post list of voluntary best management practices for entities breeding dogs in this state; requires DBPR to establish voluntary Dog Awareness & Welfare Guidelines (DAWG) Breeding Program & adopt rules; provides requirements for participation in program; provides for issuance, suspension, revocation, & use of program certificates; provides for deposit of fees; extends period of time after sale of animal that consumer may return or exchange animal & receive refund or receive reimbursement for certain costs; requires that pet sale financing agreement be terminated without penalty; removes limit on veterinary costs under certain provisions; requires that all financial terms be disclosed to consumer before sale of animal; removes certain provisions relating to consumer's waiver relinquishing his or her rights to return animal; requires pet dealer to provide copies of specified medical records to consumer; revises requirements for & text of required notice to consumer; requires pet dealer to retain copy of certain records for specified period.
