Dental Care for Veterans; Creates Veterans Dental Care Program within DVA; requires program to provide specified dental services; authorizes DVA to provide such services through certain means; provides that funding for program is subject to legislative appropriation; authorizes DVA to seek federal matching funds, private donations, or grants to fund program; requires DVA to submit report annually, beginning on specified date, to Governor & Legislature; requires that report include specified information; requires DVA to adopt rules.
