Blue Ribbon Projects; Requires that development project meet certain requirements to qualify as blue ribbon project; provides maximum residential density & nonresidential intensity permitted within development area of blue ribbon project; requires that specified percentage of project's residential units meet certain requirements; requires development area to be developed in phases; requires certain development rights & mitigation of project impacts to be vested for specified period; requires blue ribbon project to have blue ribbon plan; provides that plan is not required to demonstrate certain need; requires project to receive dollar-for-dollar credits from local government; provides that certain easements or property must be granted without charge; provides that project may be located on land with any future land use designation or zoning designation; prohibits required amendment of comprehensive plan or required rezoning for approval of project; requires landowner to apply to local government for approval of project; requires project to meet certain requirements to receive administrative approval; provides local government review requirements; requires local government to record plan for approved project in public records of county in which project property is located; prohibits applicant from amending recorded plan without undergoing specified review; authorizes applicant to hire private company to conduct plan reviews & building inspections; provides appeal procedures for denial of blue ribbon project application; provides environmental review requirements.
