Prohibited Sex-reassignment Prescriptions and Procedures; Prohibits health care practitioner from aiding or abetting another in specified violation; authorizes Attorney General to conduct investigation & bring civil action against such health care practitioner; provides for damages, injunctive relief, & civil penalties; provides that any damages collected shall accrue to injured minor.
