Coordinated Access Model Pilot Program; Requires DCF to contract with certain entities to establish Coordinated Access Model Pilot Program in Clay, Duval, & St Johns Counties; provides requirements for contracted entities; requires contracted entities to subcontract with certain state universities for certain purposes; requires department & contracted entities to create coordinated access model; provides model requirements; requires department to provide specified reports to Governor & Legislature within specified timeframes; authorizes department to adopt rules.
