Direction and Execution of Warrants and Arrests; Authorizes warrant to be executed by law enforcement officer designated by the sheriff; requires sheriffs, law enforcement officers, & part-time law enforcement officers to ask certain questions & take certain actions when making arrest; provides requirements for such sheriffs & officers; authorizes such sheriffs & officers to contact central abuse hotline & request immediate onsite protective investigation; requires Criminal Justice Standards & Training Commission to develop statewide policies & procedures relating to special needs of minor children at scene of certain arrests; requires instruction on special needs of minor children at scene of certain arrests & responsibilities of arresting officers in such situations.
