Foreign Influence; Requires agents of foreign countries of concern & foreign-supported political organizations to register with, & provide updates to, Division of Elections; provides registration & form requirements; prohibits specified persons from soliciting or accepting anything of value from certain organizations & countries; requires Commission on Ethics to adopt certain rules by specified date; prohibits governmental entity from entering into certain contracts with foreign sources of concern; prohibits certain activities encouraging affiliations with foreign countries of concern; requires Department of Commerce to publish & update certain information on its website; revises list of, & exemption for, linkage institutes; prohibits linkage institute from entering into agreement or participating in activity with foreign country of concern; requires certain agreements be terminated by specified date; prohibits certain entities from entering into certain contracts with foreign sources of concern; requires certain entities to register with Department of Commerce by specified date; provides requirements for registration forms; provides civil & criminal penalties; requires certain entities to provide specified affidavit to department; prohibits information technology from foreign source of concern from being used in critical infrastructure facilities; provides for reclassification of criminal penalties; prohibits enforcement of certain laws of foreign government.
