Inmate Services; Requires maintenance & repair deduction fees from contractor-operated correctional facilities to be deposited in Contractor-Operated Institutions Inmate Welfare Trust Fund; requires funds from Contractor-Operated Institutions Inmate Welfare Trust Fund to be used for specified purposes; revises compensation for provision of inmate medical services by certain providers; provides exemption; prohibits compensation to hospital for provision of emergency medical services & care provided to inmates from exceeding certain percentage of Medicare allowable rate.
