The Cleveland Connector would relieve extreme traffic congestion in northern Clay County and Westside Jacksonville, one of the state's most congested areas. SR21, a critical road for both Clay County and Jacksonville, carries over 80,000 car trips per day, mostly commuter traffic. The traffic, mostly consisting of commuters, exceeds this road's capacity by more than a full third. The Cleveland Connector would direct vehicles form SR21 to Brannen Field Road, the county's new route to Jacksonville. State statutes direct FDOT to fund counties on an equitable basis. However, due to a number of factors, including requirements that direct funding to the FIHS system (Clay County has few FIHS designated roads), Clay County's programmed funds during the 1995-2005 time period are $84 million dollars LESS than its statutory FDOT funding amount. Funding a Planning, Design and Engineering (PD&E)study for this critical road would begin to rectify an imbalance prohibited by legislative intent, which is a worthy state objective. |
