This issue request funds for annual salary and benefits increases for the Manatee County Child Support Enforcement, which was created legislatively in 1985.Manatee County Child Support Enforcement staff are employees of the County Clerk of the Circuit Court under contract with the Department of Revenue to provide full IV-D Child Support Enforcement (CSE) services for the citizens of Manatee County.Manatee County CSE is 100% funded by state and federal funds through an actual cost reimbursement contract.All other child support enforcement staff in the state, including the Dade County Demonstration Project, which is funded under contract with the Department of Revenue in the same manner as the Manatee County project, are granted annual salary increases as part of the state employees pay package.However, because Manatee County staff are county employees rather than state employees, any increases for annual cost of living raises must be granted seperately by the Legislature.The county grants annual salary increases, which have generally averaged 4% and are comparable to the weighted raises granted to state employees.Annual group insurance costs have also risen steadily over the past several years.

The Child Support Enforcememnt Program in Manatee County and statewide are required to meet Legislatively mandated Performance Accountability Measures (PAM's), which also determine the amount of Federal incentive monies available to the State of Florida.During FY 2000-2001, Manatee County exceeded the established targets and also performed higher than the statewide averages in each of the areas listed below: The number of children born out of wedlock with paternity established: Goal: 82.40% Actual: 85.62% The % of children with a court order for support: Goal: 53% Actual: 56.89% The % of cases with child support due in a month that received payment during that month: Goal:59.6% Actual: 60.47%. The % of a child support collected that was due during the fiscal year: Goal 59.7% Actual: 61.7%
