Statewide Interest:

Extensive land development and the construction of a complex canal system have caused an increase in the volume and discharge rate of surface water runoff from the land, and have resulted in the deterioration of the quality of stormwater runoff to Biscayne Bay, which has been designated an "Outstanding Florida Water" by the State. The basin is listed as impaired (303d list) waters and in need of restoration in the State of Florida.Parameters of concern in this water body are dissolved oxygen, nutrients and mercury. This project will effectively reduce the discharge of pollutants into the integral portions of the K-9 canal system.

Project Description:

The proposed drainage improvements consist of the installation of french drain systems along N.W. 32nd Avenue, N.W. 191st Street, and N.W. 27th Court, with emergency overflows provided by the construction of a new outfall to the Carol City canal and connections to three existing outfalls. In addition, flooding problems in the Leslie Estates area will be addressed by the installation of french drains, with connections to two existing outfalls to the Carol City canal.Discharge to the outfalls will only occur during extreme events and after compliance with current water quality regulations.

Measurable Outcome Anticipated:

This basin is listed as impaired (303d list) waters and in need of restoration in the State of Florida.Parameters of concern in this water body are dissolved oxygen (DO), nutrients, and mercury. The retrofitting of the drainage systems in C-9-East effectively reduces the discharge of oxygen-demanding substances and nutrients into integral portions of the C-9 canal canal. The retrofitting sets a limit to the pollutant loading that can be conveyed into the water body.

The primary purpose of this project is to address these documented watershed issues by constructing stormwater improvement projects, which will reduce stormwater quantity and quality impacts for one of the most critical sub-basins within the northern part of the county.
