COMPULSORY SCHOOL AGE Distance Learning Project

Requester: Mrs. Barbara Harvey Organization: Manatee County School Board

Project Title: COMPULSORY SCHOOL AGE Distance Learning Project Date Submitted 12/27/2002 2:50:02 PM

Sponsors: Miller

Statewide Interest:
Since July 1999, Manatee County has conducted and subsidized a successful, but costly, county-wide compulsory attendance pilot project to age 18. In 2002-03, we expect to enroll 365 students, who would not otherwise have been in school. Neighboring districts have already visited our project, applauded our efforts, but chose not to replicate the project because of the expense. The project requires coopertion from the courts and a series of alternatiave education interventions. If implemented throughout Florida, this change would help solve a portion of the State's workforce problems.

Project Description:
The MCSB proposes to seek legislative support to defray a portion of the cost of requiring students to attend school until age 18 or until high school graduation. In three years, largely due to FS 1003.61, Manatee County has reduced its drop out rate from 7.4% to 3% and increase its graduation rate from 56.2% to 68.9%. The County seeks funding for the bulk of the costs in providing non-FTE-generating on-line instruction to 16 & 17 year-olds.
