Project Description:
Expansion of the City's Integrated Water Management System (IWMS) by constructing 13 Floridan Aquifer R.O. Wells along Del Prado Boulevard and Diplomat Parkway; construction of 42,300 feet of 10, 12 and 24 inch raw water transmission main along Del Prado Boulevard, Diplomat Parkway, Chiquita Boulevard and Kismet Parkway. This Northern Wellfield expansion of the IWMS will protect the environment by reducing the potential for saltwater intrusion into freshwater aquifers, and by reducing point source and nonpoint sources of contaminants into groundwater and surface water bodies. The Mid-Hawthorn aquifer is the main source of freshwater for residences using domestic self-supply wells. Proliferation of domestic wells has caused increased regional drawdown in the aquifer, and increased the potential for saltwater intrusion into the aquifer. Construction of the Northern Wellfield IWMS will prevent, or eliminate approximately 40,000 domestic self-supply wells over time and decrease the potential for saltwater intrusion in the Mid-Hawthorn aquifer. The Gator Slough projects, which are part of the Northern Wellfield IWMS, will reduce the point source discharge of stormwater into the North Spreader canal system and Charlotte Harbor. The reduction in stormwater discharge is expected to decrease the amounts of nutrients and total suspended solids entering surrounding water bodies. Since potable water, sanitary sewer and secondary water systems are by design installed at the same time, the Northern Wellfield IWMS project will protect the environment by reducing the number of septic tanks which represent a potential threat to the environment. The proliferation of septic tanks, or on-site water treatment systems (OWTS), is projected to cause the largest increase in nonpoint source loading to Charlotte Harbor. The 8 mgd wellfield utility expansion is expected to prevent or eliminate approximately 40,000 OWTS' over time. Wastewater will be routed to Water Reclamation Facilities, treated and that water will be reused for urban irrigation.

Is this a water project as described in Chapter 2002-291, Laws of Florida? Yes
Has the project been submitted to the Department of Environmental Protection? Yes
DEP Identfying Number: OT20022199

Measurable Outcome Anticipated:
Reduced pollutant loadings to the surface water bodies Charlotte Harbor, Matlacha Pass, and Caloosahatchee River. Removal of 40,000 on-site water treatment systems could result in decreased annual loadings to surface water of 8,000-12,000 pounds of total phosphorus and 109,600-164,000 pounds of total nitrogen. Reduced pollutant loadings to groundwater through removal of 40,000 OWTS. Potential decrease in annual loadings of 42,000-240,000 pounds of phosphorus and 660,000-840,000 pounds of nitrogen. In addition to the above, the project will protect public health through provision of a reliable source of drinking water not influenced by salt water intrusion.
