| Conduct a site plan study for evaluating the best location for an aquatic animal rescue and rehabilitation center. This center will include primary care and secondary care facilities for marine species that need medical care before being re-released into the Gulf of Mexico, Tampa Bay or the Atlanic Ocean. |
