Statewide Interest:
The state of the Health of a major part of the target population has not been up to standard and is not in harmony with "Healthy People 2010" of the United States Department of Health. The target population is comprised of about 100,000 at risk people including but not limited to: mothers, children, infants, youth, family members and elderly. Many of the cross-cultural groups (Mexicans, Nicaraguans and Haitians) and other minorities residing in Central Florida confront a New World where the Health indicators such as availabilty, accessiblity, acceptability and costs appear confusing to them. Recent study reveals many of the target groups are exposed to various risk factors and without proper guidance in Health education, many of them residing in Central Florida neglect their health by not consulting a Physician until it is too late. This overburdens our emergency providers and our health agencies with higher related costs.

Project Description:
A Public Health Clinic will be developed in Orlando Metropolitan area and in communities. Staffed by one Physician, one Registered Nurse, a social worker, a Mental Health Counselor, a Nutritionist, three Health Educators and unlimited number of volunters. At risk patients will be referred to Education counseling (individual or group)depending on their case. Case Management will be established and developed according to health standards and a professional team will handle this activity. The Radio Communication for Health, Education and Health Promotion will be delivered in four languages (Creole, French, Spanish and English). The stations to be used will vary depending on circumstances and needs. Broadcast of various Health Issues and promotions will be done to mobilize the public on the subject of Health and Prevention.

Measurable Outcome Anticipated:
The goals and objectives are to: (1) Increase the knowledge; (2) improve Health status (3) reduce risk factors and (4) improve protective factors of all participants. At the end of one year, 95% of program's participants will learn Health indicators, health promoting behaviors and basic knowledge about epidemiology, etiology and preventive measures of the pre-cited ailments. At the end of one year, the incidence and prevalence of STDs and AIDS will decrease by 10% with an accumulative decreasing rate of 30% in three years. At the end of one year, 95% of participants will improve their skills building techniques (Assertiveness and treatment modalities). Baseline: Established during needs assessment.
