The portion of SR 739 (Alternate 41/Metro Parkway) that is the subject of the request, from Six Mile Cypress Parkway to Daniels Parkway is currently 2 lanes. North of Daniels Parkway the roadway is currently 4 lanes. South of Six Mile Cypress Parkway FDOT is pursuing a 6-lane extension, which thanks to a successful state TOP grant and SIB loan has been scheduled for construction in FY 2003/04. While the 2-lane portion has been targeted for 6-laning in the long-range plans for Lee County and a PD&E Study has been completed, FDOT has not been yet been able to program the widening in its Five Year Work Program. The design phase for the 6-laning was scheduled by FDOT in FY 2004/05, but Lee County provided funding to advance the design to FY 2003/03 and it is underway. The County's commitment was a recognition of the importance of getting the 2-lane segment ready for widening as soon as possible. FDOT has proposed adding the right-of-way acquisition phase in FY 2007/08 in the tentative update of its Work Program, but the construction phase is not scheduled. At the current rate of programming, the construction phase would not be scheduled until FY 2009/10, meaning a 2-lane bottleneck between the 4- and 6-lane sections of this important part of the State Highway System would exist for a minimum of 5 years. The requested funds would cover the 6-lane construction effort, which could be completed quickly and allow the avoidance of the bottleneck situation that will be created by the 6-lane extension to the south.
