Requester: Gary Brown Organization: City of North Miami Beach

Project Title: Norwood Water Treatment Plant Expansion, Reverse Osmosis Project (RO) Date Submitted 1/9/2003 2:14:29 PM

Sponsors: Margolis

Statewide Interest:
Reducing withdrawls from the Biscayne Aquifer will help minimize the impact on the Everglades and slow salt-water encroachment. The Reverse Osmosis project will help restore, preserve and protect the Florida ecosystem while providing for other water related needs of the region, such as water conservation.

Project Description:
The Reverse Osmosis Project (RPO) is one segment of the City's approved Water Improvement Program. The Norwood WTP expansion and upgrade will consist of the addition of a new membrane treatment facility which is anticipated to have an initial permeate capacity of 14MGD with capability of expanding to 40 MGD by the addition of membrane treatment skids and associated pre and post treatment equipment. The expanded facility is expected to have an initial total design capacity of 30 MGD which will consist of 15 MGD from the existing lime softening facilities, 8 MGD from the new nanofiltration facilities, 6 MGD from the new low pressure reverse osmosis (RO Portion) facilities, and 2 MGD of filtered raw water blend.

Is this a water project as described in Chapter 2002-291, Laws of Florida? No

Measurable Outcome Anticipated:
The reverse osmosis facility will produce 6 MGD from an alternative water source (the Florida Aquifer.) Utilizing withdrawls from an alternative water source will minimize the impact of this expansion on the Biscayne Aquifer supply. Reducing the impact on the Biscayne Aquifer will create the following benefits: 1. provide a reliable source of supply regardless of drought; 2. facilitate the restoration of the Everglades; and 3. slow salt water encroachment of the Biscayne supply.
