Statewide Interest:
The Florida Legislature and the Governor have estabished a clear mission of preserving the unity, integrity, and economic viability of the family in the State of Florida through legislation, including funding, over the past several years. In support of this goal, there has been a simultaneous effort to improve the quality of life (involving essentially all critical issues, including family intervention), particularly in urban communities which have been underserved. Examples of the State's commitment include the creation of the Institute on Urban Policy and Commerce at FAMU and the Front Porch Florida Initiative. The DACCO project would serve as a commnity-based prototype to enhance those state programs designed to intervene in families with substance abuse intertwined with mental health issues to positively support health households headed by competent caretakers.

Project Description:
The West Tampa Substance Abuse and Mental Health Center would provide a community-based, non-residential substance abuse program that is mental health capable,using a client based approach that reflects individual needs. Services would include: prevention; outreach; screening assessment; case management; and in-home and on-site (but not residential) treatment services for adults living in a home which includes a child or children. Included would be diagnostic and referral services for the child or children in the home.

Measurable Outcome Anticipated:
When intervention has occured, the number of stable households maintained and the continued employability of the adult or adults living in that household over a period ot time will be indicative of the success of the DACCO prototype. Sucess of affected children in school and out of the juvenile justice network would also be indicators of program success.
