CBIRS Request 97

Community Budget Issue Requests - Tracking Id #97
Charlotte Harbor Investigation

Requester: Dr. Kumar Mahadevan Organization: Mote Marine Laboratory

Project Title: Charlotte Harbor Investigation Date Submitted 1/14/2003 2:20:33 PM

Sponsors: Carlton

Statewide Interest:
There is an urgent, statewide need for scientific information on several critical issues facing coastal resource management. The lack of solid scientific evidence results in ad hoc and political decisions with unknown consequences for natural resources or the values and benefits they must provide to future generations. Fortunately, six of these statewide issues occur in Charlotte Harbor where a unique private-public partnership is already conducting much basic and applied research to provide accurate public information on negative and positive consequences of future human uses of the Harbor, one of Florida's pristine estuaries.

Recipient: Mote Marine Laboratory   Contact: Dr. Ernest D. Estevez
1600 Ken Thompson Parkway   Contact Phone: (941) 388-4441
  Sarasota 34236

Counties: Charlotte, Lee

Gov't Entity:   Private Organization (Profit/Not for Profit): Yes

Project Description:
FDEP and Mote will cooperate in joint research funded by this request to deal with six aspects of human use and artificial structures in Florida coastal zone, using the Harbor as the testing grounds; Shellfish Ecology and Clam Leases; Vessel Traffic Patterns and Impacts; Anchorage Use and Management; Artificial Reefs; Derelict and Ghost Traps; and Relict Ditches in Buffer Preserves.

Is this a water project as described in Chapter 2002-291, Laws of Florida? No

Measurable Outcome Anticipated:
Lessons learned from this definitive study of the issues in Charlotte Harbor's estuaries will be immediately transferable to other waters of the state. The state's need for modern, objective assessments of these issues dovetails well with Mote's large team study of Charlotte Harbor, both in terms of scientific scope and economic scale.
