Kelly Hall provides each of its youth the opportunity for healing, skills enhancement, reintegration into community life, and rehabilitation. A major function of Kelly Hall is the vocational programming provided, which offers youth the opportunity to take ownership in their community by taking pride in vocational accomplishments. Although Kelly Hall also offers traditional high school and General Equivalency Diploma (GED) education and preparation, the boys at Kelly Hall often express more interest in hands-on projects that teach youth the practical skills necessary to enter the workforce and to become productive community members and citizens. Through the vocational programming offered at Kelly Hall, youth have the opportunity to learn specific skills and trades, including general carpentry, masonry, electrical, small engine repair, and carpet installation. These skills equip youth with the tools required to compete with mainstream peers for jobs within the community and provide an alternative to reverting to a life of crime for survival, which serves a statewide interest. |

Project Description: |
Kelly Hall is a 40-bed residential treatment program that serves delinquent boys ages 14-18 who have been adjudicated by the Florida Department of Juvenile Justice (DJJ) for committing nonviolent, misdemeanor offenses. Currently, Kelly Hall residents represent eleven counties throughout Southwest Florida and, although they have experienced prior involvement in the criminal justice system, are severely at-risk for further criminal behavior and substance abuse. Kelly Hall was designed to intervene in the lives of delinquent boys before they reach adulthood and succumb to societal pressures and personal influences that contribute to criminal behavior and poor decision-making. As part of the treatment process, our program focuses on education, vocational training, and family and community reunification.
The project is a renovation of the Kelly Hall dorm that has not been improved upon since the construction of the building in 1991, and the security system at Kelly Hall is antiquated. There are a number of renovation needs that cannot be met with existing agency resources. To ensure the continued safety and security of every member of the Kelly Hall community, renovations must take place. Renovation needs include: security access control and video monitoring system; flooring replacement throughout the dining room, day room, lobby, dorm area, bathrooms, cubby area, and laundry room as well as interior and exterior painting (painting estimate is only for materials, the residents will perform the labor); replacement of toilets and urinals in the facility; procurement of new bedroom furniture, including beds and dressers; storm/hurricane shutters throughout the facility; washers and dryers.

Measurable Outcome Anticipated: |
The measurable outcome anticipated is a safe, secure, and comfortable environment for all Kelly Hall community members. We also will ensure that the renovation needs on the Kelly Hall facility are completed in a timely, effective, and cost efficient manner. As part of their vocational training in preparation for meaningful employment within their community, the boys will complete some of the work on the facility themselves, under supervision, including painting. This will provide a cost saving of approximately $40,000. In light of our mission which is to provide affordable behavioral healthcare services that exceed customer expectations for quality, availability, and satisfaction, Coastal Behavioral Healthcare believes that the first step toward effective rehabilitation for the troubled youth housed at Kelly Hall is a safe, comfortable home atmosphere in which to learn, grow, and heal. |
