The Zero Exposure Partnership is a model for the entire State of Florida that, when fully implemented, will significantly reduce the number of substance abuse exposed infants (goal: zero) thus reducing medical cost (neonatal services, ongoing medical care); costs of educational interventions, and criminal justice costs over the life of the child.

Project Description:
The Zero Exposure Partnership (ZEP), in pilot FY04, provides substance use Screening, Assessment, Referral and Treatment (SART) to any pregnant woman in participating obstetrician or health clinic offices. A simple screening instrument, the 4P's plus, is administered to the pregnant women by medical staff. A positive screen/assessment initiates a referral to a ZEP staff member who 1) provides early pregnancy education that includes the effects of ATOD on the fetus; 2) provides linkage to gender specific substance abuse treatment programs for comprehensive assessment, intervention and treatment services; 3) provides linkage and coordination between treatment and the obstetricians; and 4) gathers data for evaluation.

Reduction in substance exposed infants, as evidence by: 1) decrease in low birth weight babies delivered by participating obstetricians 2) pregnant women completing gender specific treatment programs 3) reduction of reports of abuse by medical staff for women involved with ZEP
