Statewide Interest:
This project provides services to high risk substance abusers and mentally ill individuals who disproportiionately utilize high cost publicly funded services. This project provides research data that advises policy-makers as to the cost effectiveness of intervening with this population. This project serves as a statewide pilot research site regarding cost effectiveness in serving individuals with co-occurring and severe substance abuse disorders.

Project Description:
In 1999,2002, 2001 Serenity House Implemented projects to provide specialized residential treatment, intergrated case management, housing, and after care services to the highest risk substance abusers/mentally ill in Volusia County. These projects deter revolving door individuals from high cost publicly fundered hospitalization and incarceration. Outcome and cost effectiveness data indicated the significant impact of these programs upon employment, arrest, hospitilization, family reunification, and successful community reintergration.

Measurable Outcome Anticipated:
85% of clients with serious substance abuse and or mental health disorders will be arrest free while in the program. 80% will successfully complete treatment, 82% of clients eligible for employment will be employed upon program completion, 85% of clients will be discharged to community based living rather than state funded programs, 80% of parents with minor children will be reunified with their children at discharge.
