Statewide Interest:
This capital outlay initiative serves important local and regional needs, meets a documented need, addresses a statewide interest, is intended to produce measurable results, has tangible community support to members of the Legislature and a state agency. While the College Ave. Extension is a local project it is of regional significance, a facr recognized by the First Coast Metropolitian Planning Organization in its inclusion in the MPO long range plan, The draft Lake Asbury Master Plan for this fast-growing part of Clay County also recognizes the importance of this road, and it is important to note that this plan was developed in a citizen driven process with over a dozen workshops attended by hundreds of residents. The College Ave extension meets and important statewide interest by providing a third alternative to the two north-south road corridors linking Clay County to Jacksonville, SR21 and US17. The proposed road will relieve these increasingly congested roads, (much of SR 21 is currently failing in terms of traffic concurrency, and US 17 is approaching failure) Another issue of statewide importance is the underfudning of road improvements in Clay County. The FDOT District Two offices estiamte that over the last 15 years the County has suffered a $60 plus million dollar shortfall in transportation funds. Funding this reques will move toward rectifying this deficit. This road will cross the Black Creek System, which has created a barrier for noth-south transportaion movement within the County. Only three roads cross Black Creek in this urbanizing part of the County. US 17, CR 209 and Blanding Blvd. Census and other data show that as a result of underfunding and geographical barriers, Clay County commuters have the longest commute in the state, at more than 40 minutes. Measurable results will be seen in the restoration of additional road capacity to a road that has failed in regard to adopted traffic concurrency levelof Service Standards. This road has also been determined to be an important facility in the Lake Asbury Master Plan, developed through a concensus workshop process with citizens and land owners.

Project Development and Environmental Study, which is the first study required by FDOT for a road improvement. A PD & E study identifies possible corridors for a proposed road and environmental concern.
