Project Description:
Lauderdale Lakes Alzheimer Care Center has an excellent reputation for its program of In-Facility Respite. It meets minimum space requirements for the AHCA license capacity of thirty clients per day. The Center is full on most days. Separate areas are not available for lounging, dining, exercise, recreation, arts and crafts and rest time. Tables and chairs are so close that movement is restricted. The staff is constantly moving furniture to accommodate activities in a quasi one-room schoolhouse. Clients cannot walk or wander indoors because of lack of space, thereby not allowing these strong urges of persons with dementia to be addressed. Those who want to nap after lunch must do it with those who watch a movie or television. Staff occupies the barest minimum of space, yet takes up space that could be used by clients. The City requests a two-story addition to the east side of the Center following the footprint of the current open slab area and a second story covering the old/new building. Total square feet of the building would be increased to approximately 6,500 square feet. The project budget is $150 per square foot for a 4,600 square feet shell and interior. Adding to the back of the current building and above the existing space would allow the daily program to continue uninterrupted during construction. The additional space would permit AHCA to increase the license to fifty clients per day. Additional funding of $16,000 per person annually would also be needed to fund the additional twenty slots. Increased recurring funding for ten of these additional slots of In-Facility Respite Care is being requested to be added to LLACC's annual ADI grant. The ten other additional In-Facility Respite Care slots are proposed to be funded by service contracts with private individuals and organizations, and of a range of Medicaid funded provider programs, some with private sector grantee agencies.

Measurable Outcome Anticipated:
LLACC has an excellent reputation for its program of In-Facility Respite. There are usually more people wanting to get into the program than funding and space will allow. Measurable objectives would include: relief for fifty caregivers daily, fifty daily clients would be able to move around more freely and wander indoors to reduce agitation, fifty clients would be able to travel between activity areas rather than spend all day and every activity in the same small area of the building, clients who want to rest can do so in a quiet area, and staff who do not need to be in client space will be in an office area on the second floor. Perhaps the most important measurable outcome is the financial savings that will be realized by the State because fifty persons will be maintained in a community based program that is more cost effective than institutionalization paid for by the State Medicaid program.
