CBIRS Request 1621

Community Budget Issue Requests - Tracking Id #1621
SR 23/Branan Field Road Widening Design

Requester: Hon. Christy Fitzgerald, Chairman Organization: Clay County Board of County Commissioners

Project Title: SR 23/Branan Field Road Widening Design Date Submitted 1/14/2004 4:52:19 PM

Sponsors: Wise

Statewide Interest:
This capital outlay initiative: 1) serves important local and regional needs;2) meets a documented need; 3) addresses a statewide interest; 4) is intended to produce measurable results; and 5) has tangible community support to members of the Legislature and a state agency. Widening of this two-lane road to a four-lane facility will relieve this increasingly congested third link between Clay and Duval Counties, and this road's function as an eventual western beltway connecting I-10 and I-95 will relieve the crowded Interstates 295 and 95. As traffic congestion worsens in Jacksonville, more through traffic is diverted to Clay County's roads, traversing the county between I-95 and I-10. An issue of statewide importance is the underfunding of road improvements in Clay County. The FDOT District Two office estimates that over the last 15 years the County has suffered a $60+ million dollar shortfall in transportation funds. Funding this request will move toward rectifying this deficit. Economic development benefits from the improvement will attract jobs to Clay County's Branan Field Master Plan area, as well as Cecil Commerce Center in Jacksonville. Measurable results will be seen in the restoration of additional road capacity to a road, open for only one year, that is approaching concurrency failure due to traffic demand. Clay County is partnering with FDOT, the City of Jacksonville, and the Jacksonville Transportation Authority to improve this important corridor within the next several years. This improvement was the County's top priority for road funding as requested to the First Coast Metropolitan Planning Organization (FCMPO) and FDOT. FDOT has scheduled design for the year 07-08, but the County wishes to move up this project due to its importance and since Jacksonville is moving up construction of the northern portion of this road to 05-06.
