This program is a continuation of a federal initiative to determine the efficacy of early prevention services based upon coordinated, community-based assessments and interventions provided by four regional centers in Florida. The partnership of these four human services agencies, known as Community and Intervention Centers (CAICs), are provided in four communities: Operation PAR in St. Petersburg, Coastal Behavorial Healthcare in Sarasota, Human Services Associates in Orlando, and DISC Village in Tallahassee. These centers provide immediate assessments and interventions for children, youth and families who have, or who are at risk of having, substance abuse and or mental health conditions, behavorial health conditions, and/or juvenile justice or law enforcement so services are timely resulting in less intensive and costly services.

Project Description:
Community Assessment and Intervention Center (CAIC) staff and subcontractors assist children, youth, and families who have, or are at risk of having, behavorial, mental health, substance abuse and other challenges. Many of the children, youth and families are referred by community-based agencies, physicians, schools and other programs that serve children, youth and their families. The CAIC staff screen families for eligibility to the program and determine how quickly the child and family members need to be seen for assistance. Appointments are made to see the families based upon the need determination. Once famlies are determined to be eligible for the program, a series of assessments are conducted with the family's permissions through CAIC staff or subcontracted mental health and substance abuse staff. the results from these assessments then determine the supports and services that maybe offered to the family. Based upon the consent of the family, CAIC staff then either directly provide the services or provide linkages to recommended programs and providers of supports and services in the families community. These services can range from family counseling to tutoring, grief and trauma counseling, sexual abuse therapy, substance abuse and mental health counseling and other interventions. Maximization of funding is sought through Medicaid, Medicare, KidCare, and other private insurance. CAIC staff link the family to the provider of supports and service, provide support and ongoing monitoring to determine the successful of the interventions, and follow the progress of the recommended interventions. Providers of supports and services and families who are receiving the supports and services are surveyed during the course of the program to determine customer satisfaction and family intervention outcome results. All of the CAIC Programs are licensed mental health and/or substance abuse providers and comply with all Federal and State confidentiality requirements.

Decreased reports of substance abuse or use and related behavorial problems in schools; decreased interventions on the part of law enforcement; decreased out of scholl suspensions; decreased in school suspensions; increased engagement of families in therapeutic services.
