This property is the site of a former coal gasification plant and has been the subject of a federal Adminstrative Order on Consent (AOC) through the US Enviroment Protection Agency (EPA). The property is located adjacent to the Capital complex, within the Southern Strategy boundaries. Not only is it currently unusable for citizens and visitors to this community, but it also is a significant impediment to economic development in the area. Enhancement to the Cascades Park area are planned, funded by local option sales tax revenues approved by the community in 2000, but these improvements cannot be implemented until the site is restored. This project represents a significant economic development opportunity that will stimulate needed development in this area of the community. |

Project Description: |
This project is the site of a former coal gasification plant that operrated from the late 1890s to the mid-1950s. EPA required the City and State of Florida to sign an AOC and conduct an Engineering Evaluation/Cost Analysis (EE/CA) to evaluate the extent of contamination at the site and recommend site restoration alternatives. The recommended restoration alternative involves excavating soil from the area of the plant. EPA approved the EE/CA and restoration alternative in June 2003. The City and State have agreed to support each other's efforts to seek funding for restoration. |

Measurable Outcome Anticipated: |
Once the resotration is complete, the City and State will have fullfilled the requirments of the AOC, and the area can undergo redevelopment. Plans include extensive stormwater management improvements, and public use enhancements. It is anticipated that this area of Cascade Park will be the "Crown Jewel" of the Capital Cascade Greenway, becoming an urban greenspace that will enhance the Southern Strategy and contribute to the economic revitalization of downtown and south-side Tallahassee. |
