| The Center For Drug - Free Living's Addiction Receiving Facility (ARF) is the only Marchman receiving facility serving DCF's District 7. Last year alone, over 2,000 individuals received detox services at the ARF. In FY 2002/03, less than half of the individuals who sought inpatient detoxification at the ARF were admitted for treatment. Each week, as many as 78 individuals are turned away simply because there are not enough available beds. Compounding the situation, recent changes in the local criminal justice procedures are producing an even greater demand for inpatient detoxification services as people are diverted from jail and into community treatment. With as many as 60% of inmates in need of some form of substance abuse treatment as well as newly implemented diversion policies, the number of substance abuse offenders court ordered in to treatment at the ARF is increasing. As a result, Central Florida residents attempting to quit using drugs may not be able to access needed detoxification services. Among adults with a Serious Mental Illness, 20.3 percent were dependent on, or abused alcohol or illicit drugs; the rate among adults without SMI was 6.3 percent.
This project supports the purpose of the Governor's Drug Control Strategy "to protect our citizens from the dangers posed by illegal drugs" as well as the goals and objectives outlined in the Strategy. The Center For Drug - Free Living, Inc. has provided these services to Central Florida residents for over 10 years. During this period, the program's outcomes have been consistent with the Governor's Drug Control Strategy while exceeding the outcomes established by the Department of Children and Families. The program produces results by reducing incarceration among substance users, reducing health related diseases, decreasing utilization of deep end, high cost hospital beds (i.e. emergency room care), and increasing the functioning level of individuals served as a result of the therapeutic services they receive. This type of program is supported at the National, State and local levels, including SAMHSA, DCF's District 7, the Orange County Government, the City of Orlando and the Heart of Florida United Way.

| Project Description: |
| This project seeks to increase capacity for medical detoxification and stabilization services for individuals involuntarily committed under a Marchman Act and those who voluntarily seek treatment. Detoxification services are provided in safe and stable living arrangements, complemented by highly professional comprehensive, individualized, medical detoxification for men and women over the age of 17, who require medical assistance to stabilize from alcohol or other addictive substances. Stabilization, assessment and treatment readiness services are provided to encourage clients to pursue treatment after detoxification. The average length of stay is five to seven days depending upon the severity of the problem and corresponding legal issues. (Individuals involuntarily admitted through the Marchman Act process have an average length of stay of 19 -25 days.) The proposed project would add 20 new beds, expanding the program's capacity to 60 beds. The project would also provide for Mental Health Overlay services and Indigent Drug Dollars for individuals with co-occurring disorders who are served by The Center. |

| Measurable Outcome Anticipated: |
| The Center's Addictions Receiving Facility (ARF) has two (2) primary goals; 1) Medical stabilization of individuals who are in need of detoxification from alcohol or other drugs and 2) Provide a safe, supportive environment in which those in need may evaluate and access long term treatment options. To achieve these goals, the ARF has established three (3) performance outcomes. 1) Clients in the program for at least 72 hours will have their medical symptoms stabilized at discharge. 82% of all individuals served by the ARF have their medical symptoms stabilized at discharge while only 15% discontinue treatment against medical advice. This indicates that program services and design are effective in successfully engaging and retaining clients long enough to achieve medical stabilization. 2) Clients in the program for at least 72 hours will have an appropriate referral for treatment services by discharge. Despite the tremendous shortage of residential treatment capacity in Central Florida, and the resistance of some clients to participate in additional treatment, 75% of all individuals served by the ARF received an appropriate referral by discharge. 3) Clients in the program for at least 72 hours will have a relapse prevention plan developed by discharge. 71% of all individuals served by the ARF have a relapse prevention plan developed by discharge indicating that the program's services and design are effective when it is successful in engaging and retaining clients beyond the first 72-hours of treatment. The Center For Drug - Free Living, Inc. fully expects to continue these remarkable outcomes. |
