| Operation PAR is a non-profit organization that is requesting a state appropriation for an expansion of front end services in the Sixth Judicial Circuit to implement family intervention models at the Pinellas Juvenile Assessment Center in Pinellas County and the PAR Adolescent Intervention Center in Pasco County. Front end services, such as screening, assessments and follow-up, are effective in intervening early with youth to keep them from deeper penetration into the juvenile justice system such as costly residential placements in commitment programs. Therefore, Operation PAR is proposing to increase assessments, ensure compliance with the assessment process and engage families in the recommended community-based services to forestall costly residential placements of juveniles. Considering that the average cost of a residential commitment is $20,000 per youth, this project would pay for itself by succesfully diverting 15 youth per year. The proposed expansion has the endorsement of Pinellas and Pasco County stakeholders. Operation PAR has identified its local matching fund requirements. |

| Successful interventions at the pre-commitment level significantly reduce the number of residential placements. Operation PAR is proposing to expand front end services within the Sixth Judicial Circuit by implementing effective family intervention models that will intervene early with youth involved in the juvenile justice system and costly placements in commitment programs. Funding will be used to improve family involvement, increase assessments, increase compliance with the assessment process and engage families into recommended community-based services. Operation PAR will utilize its family support network as the proposed model based on its demonstrated effectiveness when piloted during a nationally-funded research study. FSN services will include home parenting education (6 modules), motivational interviewing, aggressive case management and follow-up. |
