Statewide Interest: |
This capital outlay initiative: 1) serves important local and regional needs; 2) meets a documented need; 3) addresses a statewide interest; 4) is intended to produce measurable results; and 5) has tangible community support to members of the Legislature and a state agency. Widening of this four-lane road to a six-lane facility will relieve this increasingly congested main link between Clay and Duval Counties. SR 21 serves as a main road linking Clay and Duval Counties, and as traffic increases in Jacksonville, more through traffic is diverted to Clay County's roads, traversing the county between I-95 and I-10.
An issure of statewide importance is the underfunding of road improvements in Clay County. The FDOT District Two office estimates that over the last 15 years the County has suffered a $60+ million dollar shortfall in transportation funds. Funding this request will move toward rectifying this deficit.
Census and other data show that Clay County commuters have the longest commute in the state, at more than 40 minutes. Measurable results will be seen in the restoration of additional road capacity to a road that has failed in regard to adopted traffic concurrency Level of Service standards. FDOT has scheduled design for the year 08/09, but the County wishes to move up this project due to its importance and failing status. |
