The Crisis Center of Tampa Bay is the only 2-1-1 provider in the state with new, cutting-edge technology that is called "Voice-Over Internet Protocol" (VOIP). The Crisis Center is prepared to make its sophisticated 2-1-1 service, including the state-of-the-art techonological infrastructure, on-site systems administrator, multi-language capability, TTY, and Internet accessibility, as well as its trained and certified call center staff, available to other communities upon request and through agreements with local community partners as consistent with the proposed 2-1-1 state plan. This technology will serve as a model for the rest of the state, which will, in turn, make Florida the 2-1-1 model for the rest of the country. Additionally, the Crisis Center of Tampa Bay's VOIP technology, large back-up capacity electical generator, and off-site technology redundancies enable the Crisis Center to offer emergency disaster response support should it be needed in Hillsborough County, the entire Tampa Bay region, and/or other parts of the state.

Project Description:
The 2-1-1 Capcity Enhancement Project will enable the Crisis Center to provide, upon request from communities, high-quality, low-cost 2-1-1 health and human service information & referrals and crisis counseling services via state-of-the-art VOIP technology to rural, urban, and suburban communities across the state, including the Tampa Bay region. Such services will be consistent with the 2-1-1 state plan currently under development and upon request of a locality.

Measurable Outcome Anticipated:
Enhancement of the Crisis Center's existing Voice-Over Internet Protocol technology in a manner consistent with the state's 2-1-1 plan will enhance the state's position to draw down federal matching funds if there is success with the proposed national 2-1-1 legislation emphasizing regional 2-1-1 service provision. This project has the ability to enhance 2-1-1 and hotline services currently being offered part-time in some counties and prevent and eliminate unnecessary service duplication within Florida's commercial regions. The Crisis Center's 2-1-1 Capacity Enhancement project has the potential to double the number of counties offering 2-1-1 service, as requested by localities and consistent with the state's 2-1-1 plan. With enhancements made to the 2-1-1 system being operated by the Crisis Center of Tampa Bay, made possible through the funding of this request, Florida's 2-1-1 system will be greatly improved to put Florida in a position to serve as a national technology and service model.
