CBIRS Request 2513

Community Budget Issue Requests - Tracking Id #2513
Terrace Community School Capital Funding

Requester: Dr. John Olsen, DVM Organization: Terrace Community School Board

Project Title: Terrace Community School Capital Funding Date Submitted 1/16/2004 2:41:35 PM

Sponsors: Crist

Statewide Interest:
Terrace Community School (TCS) is likely to be the most academically sucessful public charter middle school in the State of Florida. The sixth, seventh, & eighth grades had the highest FCAT scores in each grade level in Hillsborough County in 2003. In the prior three consecutive years, TCS also ranked up in the top schools in Hillsborough County and the state. In 2003, TCS was graded as an A school and was the only middle school in Hillsborough County receiving recognition for Adequate Yearly Progress (AYP) in the "Leave No Child Behind" Initiative. TCS serves as a model for other charter schools and traditional public schools across the state. Its relationship with Museum of Science & Industry (MOSI)at USF is unique and services as an example for other schools and a model for other museums around the state and country.

Project Description:
Terrace Community School is the only middle school in the United States that is housed in a science museum. Funding would be provided to offset a portion of annual rent to maintain its location in the museum while TCS develops alternative sources of funding to cover this expense. Part of rent now must be covered with operating funds which reduces the school's ability to provide the level of programming that the school's plan calls for in the short-term and long-term. The TCS Board is actively working to establish community & foundation suppport to supplement funding of the school to continue its location (physical plant) at a science museum.

Is this a water project as described in Chapter 2002-291, Laws of Florida? No

Measurable Outcome Anticipated:
There will be an increase in number and diversity of the elective programming in the school. There will also be an increase in the number of, as well as an expansion of, the comprehensiveness of the academic programming offered at the school. There will also be a maintenance of the high level of FCAT scores for all grade levels in the school because current program funding will be maintained rather than diverting such funds for capital outlay projects and rent and additional or expanded programming will be implemented. Terrace Community School, through its successes and maintenance of a high level of performance on the state's standardized tests, will be examined and duplicated by other schools or school districts across the state to have better student outcomes within their respective schools.
