The construction of new wastewater collection system and the cleaning and abandonment of existing septic systems currently used to handle wastewater will be necessary to protect the environment and prevent further contamination of the area sediments, groundwater and surface water bodies by eliminating the septic systems which are one of the sources of contaminants. This will prevent further pollution of the Biscayne Bay Aquatic Preserve and satisfy the South Florida Water management District's SWIM Plan for Biscayne Bay that includes maintaining and improving water quality to protect and restore natural ecosystems and compatible human uses of Biscayne Bay.

Project Description:
Highland Village is a residential mobile home park in the City of North Miami Beach, and is adjacent to the Biscayne Bay Aquatic Preserve and the Oleta River State Recreation Area. Highland Village is a low-income neighborhood locatd between N.E. 20th Avneue-N.E. 25th Avenue & N.E. 135th Terrace-N.E. 137th Street. Over on thousand low-income residents currently reside in Highland Village, an area that was developed in the early 1950's, prior to the enactment of modern pollution control and flood protection regulations. The streets were built well-below current flood criteria levels, and the sanitary sewer needs of the comunity were met with now-outdated septic tank and drainfield systems. As the area developed around Highland Village, problems with the inadequate infrastructure became ever more acute, and the area now suffers from an increasing number of chronic septic tank failures and is subject to heavy flooding, even during periods of normal rainfall. These conditions pose a serious health hazard to area residents and a threat to the Biscayne Bay Aquatic Preserve and the Oleta River State Reception Area. In 1999, the City employed an outside engineering consultant to prepare a Water Quality Evaluation Study to assess the problem at Highland Village. The Study included a specific water-sampling scheme whereby samples were collected from the underlying aquifer and adjacent surface waters. In addition, samples of the sediments (sand) in the area were alson collected. All samples were tested to evaluate the contamination levels in the surrounding enviroment. The resutl was expected: surface water quality standards were exceeded at all sampling locations. Total fecal coliform bacteria counts were highest at stormwater outfall locations that discharge into Arch Crek and the adjacent Oleta River State Recreational Area. In order to solve the problem, the construction of a new wastewater collection system and the cleaning and abandoment of the existing septic systems currently used to handle wastewater will be necessary. The new wastewater collection system will prevent further contamination of the area sediments, groundwater and surface water bodies by elimination the septic systems, one of the sources of contaminants.
