Project Description: |
The prisons/jails are currently occupied by individuals who are mentally ill and/or substance abusers or have co-occurring illness. The explosion in America's prison population during these past two decades is due overwhelmingly to crimial activity linked to drug and alcohol abuse. At the same time the criminal justice system is overwhelmed with the mentally ill due to lack of community based alternative aftercare. 50% of state parole and probation violators were under the influence of drugs, alcohol or both when they committed their new offense. Inmates who are alcohol and drug abusers and mentally ill are the most likely to be reincarcerated - again and again.
The continued implementation of an aftercare and residential program for dually diagnosed individuals, involved with mental illness and substance abuse, released from correction facilities will assist in the reduction of criminal acts that are drug related and their consequences.. Funds now expended on rearrest and reimprisonment for these individuals can be reduced. |

Measurable Outcome Anticipated: |
70% of severely mentally ill participants will start to receive mental health treatment voluntarily within six months; 30% of substance abuse participants will successfully complete substance abuse treatment within one year; 40%of participants without income/entitlement will apply for SSI within 60 days; 65% of participants without life skills will voluntarily enroll in day treatment and start day treatment services within 60 days; 80% of participants will maintain permanent residence for at least one year; 40% of participants will enroll in employability skills training within 90 days of admission. |
