The anticipated outcome of the improvements to the City's WWTP will be measurable, and will include the improved effluent that is pumped to the land application site for effluent disposal. The existing WWTP that was constructed in 1985 is nearing its useful life for a fixed-film trickling filter system, and cannot meet the existing treatment requirments outlined in the City's current operating permit.
