This Program involves providing central sewer service to the Phillippi Creek service area. Phillippi Creek flows into Sarasota Bay which has been designated as a National Estuary. The National Estuary Progam was established in 1987 by amendments to the Clean Water Act to identify, restore, and protect nationally significant estuaries of the United States. Providing central sewer service to the Phillippi Creek service area will have a positive impact on the existing environment as a result of eliminating approximately 14,000 existing septic systems which are currently operating in the urban service area of Sarasota County. These older septic systems are leaching pollutants into Phillippi Creek causing the Creek to have official signs posted that no fishing/swimming is allowed, and water flowing from the Creek is adding to the pollutant load into the Sarasota Bay NEP.

Project Description:
The Phillippi Creek Septic System Replacement Program (PCSSRP) is an ongoing effort to replace 14,000 septic systems in the urbanized, populated, and built-out area of Sarasota County, Florida, with municipal central sewer collection systems. Centralized sewers were identified and selected as the preferred alternative because it is the most cost-effective and environmentally sound solution to resolve existing documented pollution problems. The facilities constructed under this program include the construction of centralized collection systems, pumping stations, and force mains to replace existing residential and commercial septic systems in a 50-square mile service area. Wastewater will be transmitted to regional wastewater treatment facilities in the County. Construction of the collection sysytem for the first project area was completed in 2003 for 586 properties of which approximately 80 precent have connected to the system. Three additional projects will undergo construction in 2004 making central sewers available to 2,900 homes by 2005. To date, the $104 million project has received four years of USEPA grant funding from direct Congressional Appropriations in the amount of $4.35 million. In addition, the State of Florida has provided $1.5 million in grants. The project becomes affordable with a combination of $18 million Federal, $18 million State, and $68 million local monies.

Measurable Outcome Anticipated:
Approximately 14,000 existing septic systems will be removed from the Phillippi Creek drainage basin and replaced with central sewers as part of this program effort. By 2005, approximately 3,500 of the existing septic systems are anticipated to be connected to central sewers.
