Project Description: |
The Health Council of South Florida is requesting an increase of its current allocation to meet the anticipated total program cost for continued funding of the AIDS Insurance Continuation Program (AICP) for Fiscal Year 2004-2005. Florida's AICP continues to pay the health insurance coverage, including copayments and deductibles for Floridians that are diagnosed with AIDS or are HIV Symptomatic and cannot afford their private health insurance premiums.
The State of Florida saves a substantial amount of money that would have been spent on public health care, had the participants lost their insurance coverage. During Fiscal Years 1996-2002, the AICP has saved the State of Florida and its tax payers in excess of $184 million (net) in health care costs. For fiscal year 2004-2005, we anticipate the AICP will save the State of Florida $6.50 in health care costs for every $1.00 spent on the program. Currently there are 17 coummunity organizations across the State that serve as enrollment sites for new clients.
This form is being used to request an additional $1,763,074. The answers to 10, 13 and 13a include last year's appropriation.
The answer to 15 is the minimum amount that will be requested each year.
Question 16 has been answered as unknown as it is not known if addition monies will be appropriated.
Last year's appropriation of $6,836,181 is assumed to be in the Governor's budget for FY 2004-2005. As it is believed that no additional funding will be in this recommendation, we are answering question 17 yes to show the Florida Department of Health's interest and question 18 as unkown. |
