Manatee County Rural Health Services, Inc. has become a major health care provider in Southwest Florida. The corporation operates 10 health centers in 3 counties and thus plays a critical role in the region's health care system. Many patients are highly mobile. We serve a large population of Migrant workers who rountinely travel throughout the state and country. Proper diagnosis of health problems assists Manatee County Rural Health Services, Inc. with prescribing the proper treatment regimen. The more our resources are focused on treatment rather than diagnosis the sooner we can restore a patient's health and the less likely the patient is to carry chronic and potentially contagious health problems with them.

Project Description:
Manatee County Rural Health Services, Inc. is a private, non profit 501c (3) Federally Qualified Community Health Center organization. The corporations has 10 health center locations which serve Manatee, DeSoto, & Sarasota counties. Manatee County Rural Health Services, Inc. provides primary health care services to over 46,000 patients each year. Over 70% of the patients served are living at less than 200% above the federal poverty level. Additionally, 84% of the patients served are either on Medicaid or have no insurance at all. The majority of Manatee County Rural Health Services, Inc. patients are either underserved, indigent and/or uninsured. The purpose of Manatee County Rural Health Services, Inc. is to provide quality health care services to the medically underserved. By the nature of its mission and the patient base that Manatee County Rural Health Servies, Inc. serves, many services are provided and performed without an adequate funding source for reimbursement. One such challenge is the expense of required diagnostic labs for patients. In order to provide proper treatment strategies, it is imperative to accurately diagnose patient health problems. Manatee County Rural Health Services, Inc. spends over $350,000 annually on laboratory services for its patients. Approximately 72% or $250,000 are completely unreimbursed or have no pay source. The scarce resources of the corporation are spent on these unfunded labs in order to provide accurate medical diagnosis for its patients. However, the ultimate goal of all health care providers is to restore their patients back to good health by implementing effective treatment strategies. The resources expended by Manatee County Rural Health Services, Inc. on diagnostic labs would better serve the patients in funding treatment costs. Resources from diagnostic expenses could be diverted to assist in providing patient treatments strategies such as medicines, pharmaceuticals, & therapies. Any resources provided for the cost of unfunded labs would free up monies for the treatment of patients.
