Statewide Interest:
The project will meet a documented need for urgent mental health treatment for the uninsured and underinsured, providing a cost savings to the State through reduced crises admissions. More importantly, this Project will support pre-booking jail diversion (before formal charges) that will reduce the number of bookings into the jail of those persons with mental illness who are better served in the mental health system and reduce the amount of time law enforcement is involved in processing and disposition of these individuals.

Project Description:
The Family Emergency Treatment Center ( FETC) is a community effort to decrease the use of more costly emergency services and provide an alternative to incarceration for individulas who can be better served through the mental health system. The FECT operates 24 hours a day, seven days a week serving individuls and families with mental health and substance abuse problems. Based on the emergency walk-in clinic model used by physical health care, the FETC serves in mental health crisis before their condition escalates. This "urgent care" walk-in clinic provides short-term intensive outpatient treatment consisting of an immediate evaluation and assessment medication management, counseling, appointments with community resources, and aftercare follow up until persons are linked to treatment alternatives. The FETC contracts with other providers for shelter or transitional housing while more permanent housing or other treatment programs are identified for those who are homeless or in need of respite. The FETC offers a place for people to go who are in crisis but do not meet criteris for inpatient care. It offers a place where law enforcement can take those persons whose behavior may be causing a disturbance but who do not meet criteria for a "Baker Act" and might otherwise be arrested. Training to law enforcement is a key element of this program and our community's efforts to implement Crisis Intrevention Teams. Program staffing includes psychiatrist, nurse practioner, mental health and substance abuse counselors, case managers, nurses, and support staff. This model is based on programs that have been funded in Manatee, Sarasota and Pinellas counties.

Measurable Outcome Anticipated:
Benefits to the state will include reduced recidivism; decreased jail admissions related to mental illness and substances abuse and inappropriate use of emergency rooms, decreased law enforcement transportation and processing time for person with mental illness and/or substnce abuse disorder, and decreased court involvement. The intent of the project is to reduce the use of innappropriate and expensive public resources by getting people the treatment they need.
