CBIRS Request 1031

Community Budget Issue Requests - Tracking Id #1031
Florida Gulf Coast University (FGCU) Library Renovation

Requester: Dr. William Merwin Organization: Florida Gulf Coast University

Project Title: Florida Gulf Coast University (FGCU) Library Renovation Date Submitted 1/11/2006 11:19:22 PM

Sponsors: Bennett

Statewide Interest:
This capital outlay iniative has a regional impact for FGCU. Since the age of the University does not meet the criteria the ten year mark of remodel or renocation funding, it is necessary to request this funding to finish a project already in progress. This additional funding will give FGCU necessary classroom space to accomodate the dramatic increase in enrollment the university continues to experience.

Project Description:
The Florida Legislature through the PEDO process funded FGCU $17,000,000 for the expansion of the University's library. Since the original funding, cost of constructions has increased over 25% in SWFL. In addition to the drastic increase in cost, FGCU has experienced enrollment growth in excess of its plan submitted to the Board of Governors. Currently, FGCU under the current library construction budget is only able to completely finish 66,448 square feet of the 85,418 square foot building. Because the final 18,970 square feet of the library is currently unfinished and because FGCU has a high need for more classrooms to accomodate its growth, FGCU would like to convert the final, unfinished sqaure footage into classrooms.

Is this a project related to a federal or state declared disaster? No

Measurable Outcome Anticipated:
The additional 4 classrooms, including furniture and technology are estimated to generate approximately 175 annual FTE or about 525 additional student headcount. On this basis, FGCU would be able to serve approximately 525 more students on an annual basis than it can at present. Over 5 years this would amount to an additional 2625 students. The space will also include faculty space. Without the funding for the classrooms it is very likely that an equivalent number of new students would not be admitted to the university. FGCU's request is in line with the emerging recommendations of the Access Task Force of the BOE/BOG and the needs of SWFL for higher education
