Statewide Interest:
The State of Florida and the U.S. is under a threat of bioterrorism, as evidenced by the anthrax attacks on Palm Beach County's former AMI Building, the Hart Senate Office Building and the U.S. Post Offices. FAU, in partnership with BioONE, a joint venture with former NY Mayor Rudolph W. Giuliani's Center will house a state of the art training program for emergency care and first responders who are being asked to perform rapid treatment in a host of new scenarios, including responding to chemical, nuclear and biological agents. Learning to identify, treat or restrict entry based on symptoms will save Floridians lives. What is needed is a simulation of emergency scenarios that replicates and facilitates the chain of patient safety and treatment while creating the illusion of real life drama, both under normal and unconventional (disaster) circumstances. FAU has chosen to partner with BioONE, as it is the only company with extensive hands-on experience decontaminating for bioweapons and is now involved in biological decontamination (black mold) after Hurricane Katrina. The Center will provide in-depth training developed through the lessons learned from these previous attacks, as well as establish new standards for emergency personnel to improve their readiness to respond to disaster scenarios. In addition, ICLAD (the International Center for Leadership and Development will partner with the University on this project).

Project Description:
The Center will create a Training Laboratory that will apply human mannequin simulation technology to train and certify Healthcare providers (Medical students, Physicians, Nurses, First Responders and EMT staff) in the identification, isolation and treatment of biological, chemical, nuclear and other terrorist or natural disasters. The Center will leverage our Regional Medical Campus training for emergency medicine by developing the training of Healthcare providers to deal with simulated threat scenarios by providing real life conditions that duplicate the pathological responses to these events. The Center will also develop a Hazardous Operations in Biologically Contaminated Environment program to augment the knowledge and experience for Healthcare providers and First Responders that are most likely to encounter biological disaster events.

Measurable Outcome Anticipated:
1. Creation of an Accreditation/Certification process for first responders for advanced life support emergencies. This certification will give EMT and paramedic units the ability to objectively measure and improve the performance of their emergency personnel. The course will identify areas of weakness to be corrected to attain/retain certifications in life saving skills, enabling emergency personnel to save more lives. 2. Cross discipline training of doctors, nurses and first responders to coordinate treatment and improve early warning medical information prior to victims arrival. The skill sets of all emergency room personnel will be objectively measured to a new standard to improve treatment and eliminate medical errors in emergency room situations. 3. The Hazardous Material/Waste Operations course will be designed as a Certification program for workers and professionals that conduct bio-hazardous operations. This course will prepare personnel to conduct operations in biologically contaminated environments, and impart the practical and unique lessons learned during the multi-year response and decontamination work performed after the 2001 anthrax letter attacks, as well as the Katrina response.
