Project Description:
Renovation and modifications needed to provide Gadsden County and adjacent counties with a regional multi-purpose emergency shelter for use by the general public and special needs purposes. With the increase in declared emergencies experienced throughout the State of Florida during the past two years, adequate emergency shelters are a critical local and regional need. The Gadsden County Board of County Commissioners is vitally interested in ensuring the availability of a multi-purpose regional emergency evacuation shelter. During declared emergencies a facility of this type would serve as a general public use emergency shelter as well as provide for special needs services. During non-emergency periods the facility could serve the following uses: training, stockpiling regional emergency items and supplies, serve as an alternative site for State and local EOC needs, and serve other local/regional/ and or state disaster preparedness and emergency operations needs. Although there is no specific program to construct or provide funding for an Emergency Shelter, there are opportunities to renovate existing facilities to meet this pressing need. The North Florida Region Domestic Task Force Health and Medical Committee, in conjunction with Gadsden County and in partnership with the Department of Children and Families, has been exploring the potential for using existing unoccupied facilities at the Florida State Hospital in Chattahoochee for use as a permanent, regional, emergency shelter. When not in use as a shelter, the facility could be used as a training facility and conferencing center. The structure identifies (#1247) is a substantial structure that is sited on high ground. There is ample space within the structure to provide extended daycare services if needed for long-term occupation by families during restoration efforts. As part of a continuing effort to meet the regional emergency needs, Gadsden County will continue to pursue discussions with neighboring counties, the Apalachee Regional Planning Council, and relevant state and federal agencies regarding additional Emergency Management needs.
