What statewide interest does this project address as it relates to Chapter 216.052(1)? The use and addiction to synthetically manufactured crystal methamphetamine (commonly known as meth or crystal meth) has created an alarming epidemic with disastrous effects on the psychological and biological systems of the user, and consequently dire effects on their families and society in general. Because these effects have been insidious, we are just beginning to wake up to the magnitude of this fall-out. The fall-out has given rise to alarming documented increases in HIV, Hepatitis C and STI (sexually transmitted infection) prevalence, domestic violence, child abuse and neglect, as well as increased violence in our children's schools. Abuse of crystal meth has reached statewide epidemic proportions. Among other areas, widespread use of this life-threatening drug has been documented in Orange, Broward and Miami-Dade Counties. Implementation of Project CLEAR in Orange County would provide a cost-effective and efficient way to expediently educate the community about the dangers associated with Crystal Meth use, as well as educate professional staff in identifying use among their patients/clients/students. In turn, the project can serve as a pilot for future expansion to other counties where Crystal Meth use is heavily documented. |

Project Description: |
(Include services to be provided) Project CLEAR, proposed by Hope and Help Center in conjunction with community partners and residents of Orange County, calls for key stakeholders to be trained to facilitate the dissemination of prevention and treatment information to the community. Geographic areas considered to be most at-risk will be among targeted populations. Training of front-line staff in medical offices, school settings and social service organizations will be provided by licensed staff (mental health and substance abuse professionals). A website will provide information regarding prevention, usage and treatment of crystal meth. An up-to-date resource directory will also be included on the website. Hope and Help Center has current clinical expertise among its staff with respect to the Crystal Meth epidemic, who serve on Mayor Richard Crotty's task force, specifically created to address this critical community and statewide issue. |

Measurable Outcome Anticipated: |
1. Decrease the spread of HIV/AIDS, Hepatitis C and other sexually transmitted infections (STI) as a result of increasing the community's responsiveness to practicing safe (meth-free) sex, and to decreasing illicit usage of intravenous drugs (as reported through the Department of Health/Bureau of HIV/AIDS & Hepatitis).
2. Decrease incidents of domestic violence, child abuse and neglect, which have increased in recent years, partially as a result of crystal meth usage (as reported through domestic violence reports through police reports, and through the Department of Children and Families with respect to child abuse / neglect reports).
