Project Description: |
The project is to replace the existing main complex of the Miami-Dade County Health Department. Renovation was not recommended by the architects and engineers working on the viability of the project. The replacement can be completed in two phases. This building is next to the Regional State Lab currently being renovated through Home Land Security Funds. This is a level 5 lab, the highest level a lab can be awarded by the Centers for Disease Control. Leaving the building next to this lab in disarray is a disservice to the overall community. The initial phase will be one tower- the cost of $8.0. The second phase will be a second tower-the cost $6.5million. The Miami-Dade County Health Department has set aside $5 million for the first phase of this project, would need $3m additional appropriation and budget authority for the total of $8. Million. This facility will be 64,000 sq ft. and multiple health services will be provided there in a more efficient and effective manner. These services include: prevention and treatment of Sexually Transmitted Diseases, Tuberculosis control and treatment, immunizations, HIV/AIDS services, women's health services and vital records. The Miami-Dade County Health Department, in conjunction with the Florida Department of Health has explored numerous possibilities for this building and commissioned and completed and Architectural and Engineering Firms study. The conclusion is as follows: The facility that needs to be replaced is asbestos riddled 1950 structure with poor plumbing, overloaded electrical circuits and termites. This structure has serious security, safety and health problems, and has become non-functional due to overuse (over 100,000 public contacts annually) and overcrowding by both clients and staff. Further, due to Miami-Dade having some of the highest (nationwide) rates for TB and STD, the STD and a high number of clients and , the current Clinics layouts are nonfunctional, and patient flow is poor, often resulting in lost opportunities for client interactions and subsequently, lost revenues for the Department. Hence, this facility has to be reconfigured to accommodate additional staff that is required for disease intervention and prevention activities and also to facilitate the growing needs of the Vital Statistics office. Failure to implement funding of this project, will lead to health concerns associated with the presence of asbestos and its potential effects on clients and employees. Also, failure to implementing funding will result in the inability to sufficiently meet the community needs, since the current facilities were not designed for the effective and efficient delivery of health services. In addition, failure to implement funding will result in the continuous increase in lease expenses which would have to be diverted from patient services.
